The hypothesis

Vaca Muerta is not only rock.

“Nobody asks about the rock. They ask about what sits above it.”

If the first stage of the conversation was dominated by the geological power of the resource, the discussion has now shifted to everything that enables — or constrains — its scale: predictability, rules, infrastructure, training, legitimacy, real capacity and trust.

The question is no longer whether Vaca Muerta would happen. It is how its next stage gets managed.

The five findings

What we are starting to see.

These are not definitive truths: they are consistent signals appearing across interviews, field visits, industry events and public observation.

    Scale is no longer a promise

    For years Vaca Muerta was narrated as potential. That time is over: scale is no longer communicated as a promise, but as an operating fact.

    Legitimacy is not defined by narrative, but by real capacity

    In the basin, a flawless website or a powerful trade-show stand are not enough to build trust. Real validation happens in delivery history, homologations and sustained compliance.

    Country-level trust also communicates

    When actors say nobody asks about the rock anymore, they are not only talking about physical infrastructure. What sits "above" is predictability, rules and institutional architecture.

    The system's bottlenecks are multiple and simultaneous

    There is no single bottleneck. What we observe is a system of chained constraints where every limitation feeds back into the others.

    The basin produces new forms of social life

    Vaca Muerta's expansion reorganises far more than investment and employment. Here the basin stops being an energy phenomenon and becomes a sociological one.
